Watches attentively over a mysterious path to a steam ship dock, Possibly guards passage to the pirate interceptor (see Ship bound for Mhaura/ Ship bound for Selbina). Talk to him to go to either Mhaura or Selbina by instantaneous boat ride. There is currently no known way to get past him and he does not participate in any of the current story lines.
